Dek: Ukraine’s Law 389-VIII Article 19 bans elections during martial law. Powers continue under statute. Canada still funds the military long haul — and even “post-war elections” prep.
Precision matters here. Russian info ops love the lazy line “Zelensky cancelled democracy forever.” Proof-first conservative commentary does not need that fiction. The Ukrainian statute is enough — and so is Ottawa’s chequebook.
What the law actually says
Martial law has been in force since February 24, 2022, extended in roughly 90-day intervals by the Verkhovna Rada.
Ukraine’s Law “On the Legal Regime of Martial Law” (No. 389-VIII):
Article 19 — bans presidential, parliamentary, and local elections while martial law is in force.
- Article 10 — powers of the President, Rada, and Cabinet cannot be terminated during martial law.
Constitution Article 108 — the President exercises powers until a newly elected President assumes office.
So the accurate frame is: postponed / prohibited under martial law — not “cancelled forever.” The scheduled 2024 presidential election did not occur because of that statutory ban. Rada has repeatedly reaffirmed no elections during martial law and pledged elections after the war. Working groups and political talk about wartime election rules exist; they are politics, not a repeal of Art. 19 yet.

Critique the endless extensions. Ask about accountability in wartime. Do not invent that elections were abolished as a permanent personal dictatorship without citing the statute.
Meanwhile Canada keeps funding the long haul
Same Carney-era receipts as the military post:
Canada.ca Feb 24, 2026: about $2 billion military for FY 2026–27; cumulative military $8.5B inside >$25.5B overall.
PMO June 16, 2026: $2.8 billion military “this year alone.”
And the irony hook that stays caption-safe if careful: in April 2026, Secretary of State Sarai announced $51.1 million in projects during a Ukraine visit including $6 million FAIR-UA for post-war elections administration prep (IDEA, 2026–2029). Taxpayer money to prepare elections that Kyiv’s own Art. 19 currently forbids until martial law ends. That is not proof Zelensky “banned democracy forever.” It is a fair question about Ottawas priorities.
Again: military ≠ humanitarian. Humanitarian support for civilians is a separate lane on GAC’s tables. Opposing endless war funding while accepting real relief is consistent with the primaries.
Habit-voter close
Canadians choosing heat or eat do not need a fake domestic statistic invented for this post. They need the statute and the Canada.ca amounts side by side.
If you still vote Liberal or NDP out of habit, ask with Art. 19 open: why does Ottawa fund the multi-year military haul — and election prep for a vote martial law still blocks while households here stretch the grocery budget?
Follow the primaries. Wake up.
