On Sept. 14, 2026, as the Canada Investment Summit opened in Toronto, two of Canada's largest banks announced large five-year commitments. Here is what their own releases say.
TD: $150 billion in financing activity
TD Bank Group announced "a five-year, $150 billion commitment to drive new lending, underwriting, advisory and other financing activities." It focuses on five sectors: energy, critical minerals and resources, defence and aerospace, digital and AI, and infrastructure. TD said it will "publicly update on its progress."
This is a commitment about how much financing work TD plans to do over five years. It is not foreign investment that has already arrived, and it does not mean the projects in those sectors are funded.
The release also cites a TD Economics report estimating "$1 trillion in new investments across more than 300 projects are already approved or on the table through 2035," and up to $1.7 trillion with strong policy action. That is an estimate of the project pipeline, not money secured by TD or by Ottawa.
Scotiabank: over $100 billion "to be available"
Scotiabank committed "over $100 billion in financing, underwriting, and investment to be available to support Canadian companies and projects" in key growth sectors over the next five years. The release says the focus is on sectors and projects identified through the federal Major Projects Office.
The wording "to be available" describes capacity, not funds already raised or invested.
Scotiabank also launched the Scotia Growth Institute, with Ambassador Kirsten Hillman as Lead Strategic Advisor. Separately, through ScotiaRISE, it will put $50 million toward skills and training programs. That $50 million is separate from the $100 billion financing figure.
Reading the numbers
The two commitments use different wording and cover different activities, so adding them into one total would be misleading. Whether they turn into built projects will show up over the next five years, in loans made, projects approved and construction started. TD has said it will report on its progress.
When a bank says financing will be available, what should count as investment for Canada?
